According to him, this project was introduced in Armenia in 2021 at the legislative level.
"It was aimed at encouraging tax discipline by developing a culture of tax payment, as well as ensuring consistent improvement in tax administration," Hakobyan noted at a government meeting on Saturday.
He noted that, according to current regulations, the law-abiding taxpayer certificate is granted for a year. A number of benefits have also been established aimed at applying more favorable approaches in the context of tax and customs administration, including in terms of processing complaints as quickly as possible, individual notification of legislative changes, and significantly reducing risks when obtaining loans. "To increase the attractiveness of the law-abiding taxpayer system, we propose making the provision of taxpayer certificates indefinite with the right to suspend them, monitoring the activities of taxpayers holding the certificate quarterly, and easing the VAT refund risk standards for law-abiding taxpayers," Hakobyan said.
Prime Minister Nikol Pashinyan reported that budget revenues, including tax revenues, have increased by 130% in 2025 compared to 2017.
"Considering the cumulative inflation of approximately 29% over these years, the budget has more than doubled in real terms," Pashinyan noted.
