State budget revenues of Armenia for 9 months of 2011 increased by 1.1% making 645.6 billion drams – Finance Ministry

State budget revenues of Armenia in nine months of 2011 increased by 1.1% or 6.9 billion drams making 645.6 billion drams, said the head of reports and analysis of budget implementation department of the Armenian Finance Ministry Gayane Zargaryan on Thurs
YEREVAN, November 17. /ARKA/. State budget revenues of Armenia in nine months of 2011 increased by 1.1% or 6.9 billion drams making 645.6 billion drams, said the head of reports and analysis of budget implementation department of the Armenian Finance Ministry Gayane Zargaryan on Thursday to the journalists.
“Primarily, the Government of Armenia has planned budget revenues for 2011 in the amount of 638.7 billion drams, but within 9 months actual revenues made 643.4 billion drams, i.e. 99.7% of the planned indicator”, she said.
According to her, 607 billion drams has been planned to collect from their own income, and 38.5 billion drams – from official grants.
“Actually, from the collected 643.4 billion drams in 9 months about 608.3 billion drams has been received from own income, 35.2 billion drams are official grants which by 8.7 % are less than the planned indicators”, said Zargaryan.
She said that the plan for tax entries, state duties and mandatory social payments was performed by 99.8%, and other revenues exceeded 108.1%.
“I would like to mention that without extra-budgetary funds, the revenues are 99.8%. Compared to the 9 months of 2010 budget revenues increased by 10.7% or 62.2 billion drams”, she said.
In particular, tax revenues and official grants increased by 10% and 72.6% respectively, and by other types of revenues decrease by 13.6% is recorded.
The government planned to make expenses in 9 months of 2011 in the amount of 744 billion drams, but after making a number of amendments in legislation this indicator increased to 767.5 billion drams.
“Actual expenses made 682.8 billion drams providing the implementation of the submitted 9-month program by 89%. Public sector organizations’ off-budget spending (12.4 billion drams) without state budget expenditure was 89.7%”, said Zargaryan.
Compared to the same period of the last year, state budget expenditure increased by 3.5% or 22.8 billion drams which is conditioned by the growth of current expenses (deviation by 59.9%).
It is conditioned by savings of the planned funds to be allocated for some programs, as well as deferred purchase payments within certain programs.
Thus, according to Zargaryan, state budget of Armenia in nine months of 2011 was performed with the deficit of 39.4 billion drams which makes 32.3% of the level of planned indicators.
“Such a low level of deficit is due to the fact that the expenses planned by the state budget have not been fully performed, and from the free funds of the budget instead of 88.4 billion drams only 8.7 billion drams was spent”, said Zargaryan.
She said that financing of the deficit from internal sources in 9 months of 2011 made about 18 billion drams, and from external sources – 21.4 billion drams. Compared to the same period of the last year, budget deficit reduced by 50% or 39.4 billion drams, of which 49.3% - from internal and 50.6% - from external financing.
“Summary of actual data of state budget of Armenia in 9 months of 2011 evidences that recovery of economy is continuing and macroeconomic environment is significantly improving”, said Zargaryan.
She said that growth of economic activity in Armenia in January-September 2011 compared to the same period of the last year was 6.4%, and growth of foreign trade, particularly growth of export was 33.5%. ($1 – 384.9 drams). -0-
