As noted in the rationale for the decision, the funds are allocated under the "Railway Network Development" budget program.
By the end of 2025, the subsidy payable to South Caucasus Railway amounted to 312.2 million drams. The 2026 state budget allocated 246.9 million drams for these purposes. This resulted in accounts payable of approximately 65.2 million drams, which is planned to be repaid through additional funding.
According to the terms of the concession agreement for Armenian railways, starting in 2016, the state will compensate SCR for 30% of the established losses from passenger transportation on the agreed routes. This arrangement will continue until 2038.
The company's concession payment for 2025 was 312.2 million drams. SCR transferred this amount to the state budget on June 4, 2026.
