Public hearings were held at the Ministry of Territorial Administration and Infrastructure of Armenia on the draft RA government resolution "On recognizing 100% of the shares (stake) of Electric Networks of Armenia (ENA) CJSC as an object of primary public interest."
YEREVAN, July 29. /ARKA/. Public hearings were held at the Ministry of Territorial Administration and Infrastructure of Armenia on the draft RA government resolution "On recognizing 100% of the shares (stake) of Electric Networks of Armenia (ENA) CJSC as an object of primary public interest."
The hearings were chaired by Minister of Territorial Administration and Infrastructure David Khudatyan.
Presenting the draft resolution, he noted that recognizing ENA shares as an object of primary public interest is due to the vital importance of electricity distribution, the need to ensure uninterrupted power supply to the population, the normal operation of social and strategic facilities, the maintenance of energy system stability, and the protection of consumer rights.
According to the ministry, no suggestions or comments on the draft were received from participants during the public hearings.
The hearing was attended by Romanos Petrosyan, Acting Manager of Electric Networks of Armenia CJSC; Sergey Aginyan, Member of the Public Services Regulatory Commission; heads and representatives of energy sector companies; media representatives; and citizens.

The draft's rationale calls distribution networks strategic infrastructure, providing electricity to the population, medical and educational institutions, water supply systems, communications, and the economy.
The authors of the document believe it is necessary to strengthen state oversight to protect consumer rights, ensure energy security, and ensure service continuity.
On the Revocation of ENA's License
On November 17, 2025, the Public Services Regulatory Commission (PSRC) of Armenia revoked ENA, a company owned by businessman Samvel Karapetyan, its electricity distribution license. The commission cited violations identified during a four-month administrative proceeding as the basis for this decision, including violations related to electricity meter readings, investment programs, the connection of new subscribers, as well as construction and fire safety regulations.
The ENA disagreed with the regulator's findings and questioned the results of the inspections and assessments. The ENA owner, Tashir Capital, a member of the Tashir Group, attempted to challenge the PSRC's decision in court, but the claim was dismissed.
