EU experts participate in discussions on energy storage system regulation and energy market reform in Armenia

The Public Services Regulatory Commission (PSRC) of Armenia, with the participation of EU experts, is discussing electricity market reform and the regulation of energy storage systems.
YEREVAN, July 23. /ARKA/. The Public Services Regulatory Commission (PSRC) of Armenia, with the participation of EU experts, is discussing electricity market reform and the regulation of energy storage systems.
The event was held on July 21 as part of the "EU4Energy" program, implemented under the "Supporting Clean Energy Transition and Connectivity in the Eastern Partnership" initiative. The program aims to promote deeper cooperation between Armenia and the European Union in the energy sector, as well as the development and implementation of modern regulatory mechanisms taking into account European practices.
PSRC Chairman Mesrop Mesropyan emphasized the importance of cooperation with the European Union and other international partners in reforming Armenia's electricity market.
He stated that such formats contribute to the development of modern regulatory solutions, the implementation of best international practices, and the sustainable development of the sector. Armin Büme, Head of the Armenia Office of the EU4Energy program, noted the importance of the Armenia-EU partnership in the energy sector and presented the work being carried out within the program.
The discussions will present the results of an assessment of the Armenian Law "On Energy," an analysis and prioritization of secondary legislation, and a study of opportunities for harmonizing Armenian legislation with the Energy Community legal framework. Participants will also consider the development of regulations in the field of electricity storage.
Legislative Initiatives
Armenia plans to introduce licensing for electricity storage activities. To this end, on April 1, 2026, the government approved relevant amendments to the laws "On Energy," "On Licensing," and "On State Duty."
According to the draft, licenses will be issued by the Public Services Regulatory Commission. Licensed companies will be able to accumulate electricity in the territory specified in the license, as well as buy and sell it on the wholesale market.
Licensing will not be required for plants with a capacity of up to 1 MW, or for plants with a capacity greater than 1 MW if they are used exclusively for on-site use.
At the same time, the authorities are discussing possible technological solutions and cooperation with international companies, including Huawei and the Swiss Development Organization (Helvetas Swiss Intercooperation).
Expert Assessment
In an interview with ARKA, economist Hrant Mikaelyan called the Armenian government's initiative to license energy storage activities a timely and important step.
At the same time, the expert noted that the final outcome will depend on the implementation timeline.
"If this initiative is implemented, it will be a very timely and important step. However, it is important to achieve results and, most importantly, to understand the timeframe. We have already seen schedule delays, for example, in the construction of reservoirs," Mikaelyan said.
