Pashinyan: Turnover threshold for microbusinesses in Armenia to double to 50 million drams

The Armenian government intends to raise the annual turnover threshold for microbusinesses from the current 24 million drams to 50 million drams, Prime Minister Nikol Pashinyan announced, effective January 1, 2027.

YEREVAN, June 18. /ARKA/. The Armenian government intends to raise the annual turnover threshold for microbusinesses from the current 24 million drams to 50 million drams, Prime Minister Nikol Pashinyan announced, effective January 1, 2027.

According to him, penalties for failure to issue cash register receipts are also planned to be tightened.

"If an enterprise operating under microbusiness or turnover tax regime fails to provide a cash register receipt, and such violations are recorded three times within a year, it will be deprived of the right to operate under microbusiness and turnover tax regimes for five years," Pashinyan stated at a government meeting on Thursday.

He noted that in this case, business entities will be transferred to the general taxation system, paying VAT.

"I understand that for some, this means effectively closing their businesses, but let them issue cash register receipts," the prime minister said.

Pashinyan also spoke of the need to further expand the use of excise stamps in the country.

"Starting January 1, 2027, the process of applying excise stamps must be expanded. Everything that can be stamped must be stamped. A marking mechanism must also be found for what cannot. Because there is nothing that cannot be stamped. Even low-priced goods have a cumulative value," he said.

According to the Armenian Ministry of Finance's draft, changes to the excise tax from January 1, 2027, may affect cigarettes and tobacco substitutes, alcoholic beverages, gasoline, diesel fuel, and compressed gas. The Ministry of Finance explains the initiative by the need to index excise rates in line with inflation.
