Deadline for legalizing unauthorized constructions in Armenia extended until the end of 2026
YEREVAN, December 16. /ARKA/. Owners of unauthorized constructions have been granted another chance to register (legalize) them by December 31, 2026, as per amendments to the Civil Code that were passed by parliament in the first reading during an extraordinary session on Tuesday.
Suren Tovmasyan, the head of the Cadastre Committee, stated that the legislative package aimed at regulating the legalization of unauthorized constructions, which was adopted in 2021, imposed a ban on any unauthorized constructions built after the law took effect, making them ineligible for legalization.
"The government also approved the process for registering unauthorized constructions, establishing a deadline for each locality. For Yerevan, the deadline was set for the end of 2022, for urban settlements and larger communities until the end of 2023, and for rural areas until the end of 2024. Consequently, around 70,000 unauthorized structures were added to the Cadastre Committee's database," Tovmasyan remarked.
He further explained that in 2021, a comprehensive aerial survey of the entire country was conducted, and these images were incorporated into the cadastral map, with all data made available on the National Geoportal.
"Due to various reasons, some individuals were unable to register their illegal structures, leading to numerous complaints and appeals. Therefore, new legislative measures are being proposed. This includes linking unauthorized structures to an aerial photograph that captures the situation as of 2021. 'We can clearly see from the image whether a building exists there or not,' Tovmasyan stated, adding that developers who can verify the construction date using the aerial photograph will have the chance to re-apply for registration within a year.
"We aim to register about 7,000 unauthorized structures," Tovmasyan stressed, encouraging citizens to promptly reach out to qualified specialists for registration once the law is enacted, rather than waiting for the deadline.-0-
