He also noted that printing of children’s and scientific literature is already exempt from VAT, and this should expand over the book publishing scope in general.
As an example, the expert mentioned Germany, wh ere VAT on publishing is 19%, however, books culturally and spiritually valuable are taxed at 7%. That is why Germany displays itself as a country with the most developed book industry.
“We offer Armenia to follow Germany in this context, and to either reduce VAT in this sphere, or exempt printing from the tax,” Martirosyan said.
The expert clarified that earlier the Prime Minister of Armenia Tigran Sargsyan proposed to introduce the mechanism of targeted investments in the sphere of book printing, however, today it is not important for Armenia because of the lack of the appropriate program, according to him.
Martirosyan also mentioned restricted number of vacancies and low salaries for librarians in public libraries as some other issues the Armenian printing is currently facing.—0-
