On Monday, Armenia's National Assembly has approved in the second and final reading a package of amendments to the Code of Administrative Offenses and some related laws, which introduce the so-called  point system for motorists.

YEREVAN, December 9. /ARKA/. On Monday, Armenia's National Assembly has approved in  the second and final reading a package of amendments to the Code of Administrative Offenses and some related laws, which introduce the so-called  point system for motorists. The amendments are expected to cut the number of traffic breaches by motorists.

The proposed amendments have revised downward certain types of fines depending on their threat to society. Of the revised 100 types of offenses, in 26 cases the size of fines has been cut from 50% to  more than 50%.

In particular, the amendments have tightened the responsibility for driving a car without a driver’s license setting a fine of 200-300 thousand drams or 3 months in prison with the deprivation of the right to work during one year.

Each driver is allocated 9 points per year. Penal points will be deducted for offenses. Their size will be established taking into account the degree of danger to the society and their number.

When all 9 points are exhausted, a motorist is deprived of the right to drive a car for six months, after which he will again be given 9 points. In the event of repeated exhaustion of all points, a motorist will be deprived of his/her driving licenses for a period of one year.  To restore their driving licenses they will have to take a fresh exam.

The amendments do  not oblige foreign citizens to acquire an Armenian driver’s license if they do not seek a driver's job in Armenia. The changes provide for some restriction on business activity for holders of  foreign driver’s licenses, in particular, they are banned from entrepreneurial and labor activity by using their vehicles in Armenia. This doe snot apply to international transit.  The ban will be applied on a reciprocity basis to citizens of Eurasian Economic Union member countries.

Part of the adopted amendments will enter into force on January 1, the other on September 1, 2020. -0-
