YEREVAN, January 20. /ARKA/. The economic concept of Tashir Group President and philanthropist Samvel Karapetyan, "5 Steps to a Strong Armenia," was presented in Yerevan. It is aimed at strengthening Armenia's economy.
As Narek Karapetyan, Vice President of the Tashir Group and coordinator of the "Mer Dzevov" movement, stated at the presentation, the presented vision is based on the need for structural reforms in Armenia. "Since independence, Armenia's population has decreased by half a million people due to emigration. We will present five steps that will change the country," Karapetyan stated.
He named industrialization and the development of domestic production as the first step in the concept, which could lead to the creation of up to 300,000 jobs.
"Armenia annually imports $7 billion worth of goods, which is $4 billion less than its exports. The difference is offset by transfers and the growth of the national debt," Karapetyan said. Among the proposed measures to address this problem, he named the construction of an oil refinery and the expansion of electricity-for-gas exchange with Iran.
Karapetyan also spoke about the advisability of state support for the construction of new industrial enterprises using loans from the China Investment Fund. According to the estimates presented, a financing structure is proposed in which 70% of the funds are provided by the Chinese fund, 15% by the state, and 15% by private businesses.
"The second step of the concept is to exempt small businesses from taxes to enable them to develop. Last year, due to a doubling of taxes, we lost 300 small businesses. Exempting small businesses from taxes and inspections will allow for the creation of 2,000-3,000 new entities annually," Karapetyan said.
The third step, he said, is to reduce pharmaceutical prices by at least 20%. As an example, Narek Karapetyan cited the experience of Georgia, where this goal was achieved by setting a price cap on imported medicines.
"The fourth step will be the guaranteed purchase of all agricultural products. It is proposed to establish purchasing stations in rural areas that will conclude contracts with farmers at the beginning of the year," Karapetyan said.
The fifth step, Karapetyan mentioned, will involve investments in construction companies, which, according to the concept, will provide state-owned housing at fixed, affordable prices. According to the initiative, the implementation of this program could contribute to improving housing conditions and creating new families.
Earlier, on January 19, it was reported that members of the "Mer Dzevov" movement, formed in August 2025 by the family of Samvel Karapetyan, registered a party called "Strong Armenia."
The movement's organizers state that the initiative aims to develop the economy, create real opportunities for business and enrichment, strengthen family and national values, restore Armenia's reputation as a reliable partner, and ensure the rights of the people of Artsakh to a dignified life, restore youth's faith in the future through the development of the education system, and preserve and protect the Holy Armenian Apostolic Church.
