More than 4,400 refugee families received housing certificates in Armenia: Ministry of Social Affairs

As of February 1, 2026, 4,404 families forcibly displaced from Nagorno-Karabakh have received housing certificates in Armenia, according to RA Minister of Labor and Social Affairs Arsen Torosyan.

YEREVAN, February 6. /ARKA/. As of February 1, 2026, 4,404 families forcibly displaced from Nagorno-Karabakh have received housing certificates in Armenia, according to RA Minister of Labor and Social Affairs Arsen Torosyan.

"1,932 families have already used their certificates. Approximately 3 billion drams were allocated from the state budget for these purposes in the reporting year," Torosyan stated while presenting the ministry's 2025 activity report to Prime Minister Nikol Pashinyan on Friday.

The minister noted that 7.1 billion drams have been allocated from the state budget to support 4,167 beneficiaries of the housing program for displaced families.

"In 2025, 3,947 families received certificates, of which 3,697 were sold," Torosyan said.

Earlier, during a parliamentary discussion of the 2026 draft state budget, Torosyan stated that the total cost of this program is estimated at approximately 800 billion drams.

Beneficiaries are provided with a certificate for the purchase of an apartment or private home, or for the construction of their own home. The certificate can also be used to repay an existing mortgage. Under the program, each family member receives between 3 and 5 million drams.

According to the RA Ministry of Social Affairs, the budget for support programs for compatriots displaced from Karabakh in 2026 will amount to 55 billion drams, which is 20 billion drams (57.1%) more than last year.
