YEREVAN, May 12. /ARKA/. Hovik Abrahamyan, Armenia’s prime minister, speaking Thursday before Cabinet ministers, proposed them to think over improvement of the state administration system. 

He said that the recent four-day war has forced him to revise his activity as well as his stance on corruption and on the necessity of strengthening the army. 

The premier understood that Armenia can become ‘a more effective state’.

He is quoted by Novosti-Armenia as saying that Armenia’s resources are limited, but more effective administration models and quick implementation of decisions might put things right. 

“It is necessary to pay attention to development of economy and solution of problems in healthcare and education sectors,” he said. 

Abrahamyan also understood after the four-day war that officials’ spending on trips and representative expenses should be cut. 

“The state administration staff should be more compact - I mean the entire system,” he said. 

He added that such cuts might trigger social tension, but they are inevitable in the presence of new threats.  

The premier proposed no longer to allow officials and members of their families to take part in government procurement processes. He said mechanisms barring them from doing that are needed. 

He also instructed some officials to look through activities of monopolies within three weeks. 

On April 2, 2016, Azerbaijan launched military assaults along the entire perimeter of its contact line with Nagorno Karabakh. Four days later a cease-fire was arranged. --0---
