Armenian government allocates over 3.2 billion drams for cashback program for pensioners

According to RA Minister of Labor and Social Affairs Arsen Torosyan, this amount will be used to pay cashback in October-December 2025.
Torosyan stated that the 2025 state budget initially allocated 12 billion 432 million drams for this purpose, and after adjustments, 13 billion 152 million drams. However, given current trends, the annual projected amount will reach approximately 16 billion 371 million drams.
"The number of beneficiaries exceeded the projected figure of 350,000. The monthly growth rate of program users is 2-3%," Torosyan said, noting that under the current terms, cashback is 12% of monthly non-cash spending on purchases and utilities, but no more than 6,000 drams per month. The amount is paid by the 25th of the following month.
The cashback program for pensioners and benefit recipients in Armenia has been in effect since July 1, 2022.
Initially, they received a 10% cashback on monthly spending (up to 5,000 drams per month); later, the cashback increased to 12% (up to 6,000 drams).
The meeting on Thursday approved the country's draft state budget for 2026.
