YEREVAN, February 26. /ARKA/. At a meeting on Thursday, the Armenian government approved a proposal to simplify the universal income declaration system, submitted by the Ministry of Finance.

According to Finance Minister Vahe Hovhannisyan, the proposal exempts loans (without limitation on amounts), one-time transfers of up to 1 million drams from non-family members, assets of up to 1 million drams received from non-profit organizations, and property and cash of up to 1 million drams received as a one-time inheritance or gift from non-family members.

According to the minister, this proposal represents a departure from the previously adopted approach and is aimed at simplifying the declaration system.

Hovhannisyan recalled that an automated declaration filing system had previously been introduced, with the tax authority pre-filling the declaration based on available information. An individual has the right to amend a pre-completed tax return. If no amendments are made, the tax return is considered submitted after the legally established deadline.

The minister noted that declining income received from family members—including spouses, parents, siblings, children, grandparents, and grandchildren—is not subject to declaration.

The head of Armenia's State Revenue Committee, Eduard Hakobyan, reported that work is underway with the Central Bank of Armenia to ensure the automatic reflection of income from bank deposits in tax returns. He also stated that there are plans to automate the transfer of data on pensions and social benefits.

Deputy Prime Minister Mher Grigoryan stated that without automatic data transfer, certain categories of citizens may face difficulties by the time the tax return filing deadline begins. "It's possible they themselves don't understand everything. Even members of the government don't understand everything," he noted.

In response, Hakobyan stated that a solution is planned by November 1.

The income declaration process for 2025, according to the current procedure, will begin on March 2, 2026, and will continue until November 1.

About the Declaration System

The universal income declaration system for citizens and residents will be implemented in Armenia on January 1, 2023, in stages over three years. Income data available to tax authorities is automatically entered into the declaration, after which the declarant must verify and confirm it.

In the first stage, declarations will be submitted by individuals holding community or public positions, as well as their family members and individuals engaged in entrepreneurial activity.

Starting in 2024, declarations will be submitted by private sector employees and individuals who received income under civil contracts.

Starting in 2025, the obligation will extend to all adult resident citizens not included in the above categories.

According to the current procedure, declarations must be submitted by November 1. Failure to submit or late submission of the declaration are subject to fines of 50,000 drams for entrepreneurs and 5,000 drams for other individuals.

If the individual confirms the accuracy of the data automatically entered by the State Revenue Committee, no further action is required—the declaration is considered submitted after the established deadline.
