Social package of about 100 thousand civil servants to be disseminated the first time in Armenia - premier

YEREVAN. November 3. /ARKA/. State budget of Armenia for 2012 the first time has is envisaged 18 billion drams for social package of civil servants, which includes about 100 thousand employees, said Armenian Premier Tigran Sargsyan in the government meeting on Thursday.

“It means that 18 billion drams will be disseminated equally among about 100 thousand civil servants who will be included in the program regardless of the salary size. The social package, particularly will have significant impact on state officials of lower level with less income”, he said.

Sargsyan said that the social package solves the tasks assigned by the corporation “Millennium Challenge” for healthcare and education spheres, as well as facilitates the challenges mentioned by the World Bank in healthcare and education spheres, support to vulnerable population, increase of pensions and provision of accommodation.

He said that the important side of the package is that it will not bring to inflation pressures. “In obtaining mass policies, the State is implementing economy which also envisages a potential of economic growth, and from the other side – reduces shadow economy and corruption risks”, said Sargsyan.

This new institute will be improved in future, but in this stage it is necessary to clarify the mechanism of social package to civil servants.

Armenian Finance Minister Vache Gabrielyan explained that the package is a non-cash amount for each employee which can be used in four directions – purchase of health insurance for the employee and its family, repayment of the percents of mortgage loans and payment of education and holiday fees in the territory of Armenia and Karabakh.

He said that the package has envisaged mechanisms which will bring beaurocracy to minimum. “No one in the ministry will decide whether it is worth to pay this amount or not, as there will be standard programs”, he said.

Recently in social network Facebook appeared a group formed by civil servants which placed an “Open letter to the President and Prime Minister of Armenia” demanding to establish an official base size of salaries of civil servants by January 1, 2012 in the amount of 111 thousand drams.

The letter says that according to stable development strategy approved by the government in 2008, the size of monthly payment of civil servants in 2011 was envisaged to reach to 184 thousand drams and salaries for citizens – 184. 5 thousand, and in 2012 – 207.8  and 208.5 thousand drams respectively.

According to statistical data, in September the salary in budget organizations was 93 028 drams which is by 9.6% more than the level of the similar period of 2010, and in September compared to the previous month - more by 2.1%.

In non-budget organizations monthly salary was 138 750 drams in September 2011 which is by 4.5% more than the indicator of September 2010. This indicator reduced by 0.2% in September 2011 compared to August 2011. ($1 – 378.94 drams). -0-
