Lawmaker: Armenian Authorities’ Economic Activity And Programs Destructive

YEREVAN, October 31. /ARKA/. Armenian authorities’ economic activity and programs are destructive, Vahan Hovhanisyan, head of Armenian Revolutionary Federation Dashnaktsutiun’s faction in the National Assembly, said at a news conference on Monday.

“A new tax package has been presented,” he said. “We didn’t look through it completely, but know that quite positive provisions will be included in it. However, we ask why our government obliges the State Revenue Committee to put so heavy pressure on small and mid-scale businesses.”

On September 29, Armenian government approved the 2012 draft budget. The budget revenue is projected at AMD 910 billion, spending AMD 1042.5 billion and deficit 132.5 billion here.
In this draft budget, tax revenue is planned to be enlarged by AMD 101 billion.

Hovhanisyan said that the authorities, understanding very well that they are unable to put heavier tax burden on large economic entities, decided to suck small and mid-scale businesses dry.

“The whole weight of the tax burden will be borne by those who are in need of support to breathe, develop their businesses and get rich to send more money to the budget,” he said.

The lawmaker is convinced that GDP growth, new jobs and development of businesses, not administrative levers, can intensify tax flows into the government budget.

He said that some provisions based on his party’s proposals would be included in the package as well.
“However, it is not clear yet what components will enlarge the budget and which sectors will show obvious growth,” he said.

Hovhannisyan said that his remarks were preliminary, not final.

Earlier, Armenian Prime Minister Tigran Sargsyan said that the government had come up with legislative initiatives to ease small and medium entrepreneurs’ tax burden and tighten grip on large-income businesses. ($1 = AMD 378.58). –0—
