YEREVAN, July 23. /ARKA/. Mesrop Mesropyan, the chairman of the Public Services Regulatory Commission (PSRC) of Armenia, said that he is not authorized to assess the Stockholm arbitration's decision on the Karapetyan family's claim against Armenia.

In a statement, Mesropyan said, "In connection with the information disseminated in the press, I would like to inform that the chairman of the PSRC is not authorized to evaluate the applicability of interim measures in accordance with the decision adopted as a result of the arbitration dispute dated July 22, 2025. The procedure for recognizing and enforcing foreign arbitration awards is established by the legislation of the Republic of Armenia and international treaties."

Therefore, he notes, any relevant actions by the PSRC chairman within the limits of his legal powers can only follow after ensuring the procedures for recognizing and enforcing the aforementioned decision in accordance with Armenian legislation.

On Wednesday, the Samvel Karapetyan Defense Council announced that Karapetyan and his family had won an urgent arbitration case against the Armenian government regarding the nationalization of Electric Networks of Armenia (ENA), owned by Karapetyan.

The court prohibited the Armenian government from confiscating or selling ENA's assets, changing ENA's management, revoking its operating licenses, or restricting its business activities in any way.

In response, the Armenian government stated that appointing an interim manager for ENA does not contradict the Stockholm Arbitration Court's decision and aims to prevent crises and identify violations in the company's operations.-0-
