On Thursday, the Armenian government approved a draft loan agreement with the European Bank for Reconstruction and Development (EBRD) for €39 million to build a customs and logistics center on the outskirts of Yerevan.
Armenia to Receive €39 Million from EBRD for Construction of Customs and Logistics Center

YEREVAN, December 11. /ARKA/. On Thursday, the Armenian government approved a draft loan agreement with the European Bank for Reconstruction and Development (EBRD) for €39 million to build a customs and logistics center on the outskirts of Yerevan.

The loan agreement was signed on September 19, 2025. A grant agreement for €6 million was also signed on that day.

The funds from the loan and grant agreements do not include the Armenian government's co-financing, which will be allocated to cover VAT obligations in Armenia. The government will co-finance the loan and grant funds with €9 million, of which €7.8 million will come from the loan (in two tranches of €6 million and €1.8 million, respectively), and €1.2 million from the grant.

As part of the initiative, the loan and grant funds are intended for the construction of a Foreign Economic Activity Center (FEA) and an administrative building for the State Revenue Committee in Yerevan, as well as to finance the acquisition of equipment and other goods and services, including consulting services.

The Yerevan Customs and Logistics Center will be situated in the village of Proshyan, adjacent to Yerevan.
